Outlaw Radiators!

Production of electric radiators and other low-temperature electric heating elements should be outlawed. They should be replaced by cheap computing elements which produce heat as a by-product. Mass production of such devices would further for example SETI@home and other easily parallellisable tasks. The increased production cost would be covered by selling CPU time.

This would be a great idea for funding a research facility in a cold climet like the arctic circle or antarctica. A domed facility that could produce enough electricity to run a server farm could dual purpose the usually "wasted" heat energy to keep the inhabitants from freezing. Also, heat could then be re-routed to steam generators if enough servers were being utilized.
Great idea overall but it would only benefit colder climates not so much in places like sunny Florida.
